Analysis of innovative strategies in the field of higher education in the Russian Federation

Abstract
The article examines the key trends in the development of innovation in the higher education system of the Russian Federation. The relevance of the topic is due to the need to increase the competitiveness of Russian universities in the global educational market. The purpose of the study is to identify the main directions and mechanisms for the implementation of innovative strategies in Russian universities. The tasks include analyzing the regulatory framework, summarizing best practices, and evaluating the effectiveness of innovative projects. The methodology is based on a combination of quantitative and qualitative approaches: content analysis of documents, expert interviews (n=25), statistical analysis of university innovation activity indicators. The results demonstrate a positive trend in innovation: the share of universities implementing innovative programs increased from 47% in 2019 to 68% in 2023; the amount of funding for innovative projects increased by 54% (p<0.01). Three dominant models of innovative development were identified: project-oriented (32%), network-based (28%), and entrepreneurial (25%). The practical significance of the research lies in the development of recommendations for optimizing innovation strategies of Russian universities. It is advisable to focus further research on the impact of innovations on the quality of education and scientific activity.
