Analysis of key directions and effects of innovative development of higher education in Russia: multilevel empirical research

Abstract

Higher education in Russia is undergoing significant changes under the influence of digitalization and globalization. This study is aimed at analyzing key innovations in the higher education system of the Russian Federation and evaluating their effectiveness. Based on a comprehensive analysis of statistical data, expert interviews, and content analysis of program documents, three main areas of innovation have been identified: the digital transformation of the educational process, the internationalization of education, and the development of students' entrepreneurial competencies. The results of the study show that the introduction of digital technologies contributes to improving the accessibility and quality of education, but requires significant investments in infrastructure and teacher training (the Pearson correlation coefficient between the level of digitalization of universities and student satisfaction was 0.68). Internationalization of education expands opportunities for academic mobility, but faces linguistic and cultural barriers (the share of international students in Russian universities increased from 5.2% in 2018 to 6.9% in 2023). The development of entrepreneurial skills increases the competitiveness of graduates in the labor market, but requires a transformation of educational programs and teaching methods (according to a survey, 62% of students consider entrepreneurial courses useful for their future careers). The results obtained are of practical importance for the formation of state policy in the field of higher education and the strategic development of universities. Further research may be aimed at studying the regional features of innovation processes and developing adaptive models of innovation management in higher education.
