Abstract

The article proposes a comprehensive model for the development of university sports as a strategic resource for strengthening students’ health and shaping the region’s human capital, responding to the challenges of increasing morbidity among young people, low engagement in systematic sports activities, and fragmented management decisions. The purpose of the study is to develop and scientifically substantiate an interdisciplinary model that integrates educational, sports, social, and economic aspects of university activities and enables the transformation of university sports from a cost category into a tool for regional development. The empirical basis consisted of a consortium of seven Russian universities (4872 students, 350 teachers, 85 administrators, and 40 regional experts), within which questionnaires, interviews, content analysis of regulatory and strategic documents, as well as correlation–regression and variance analysis, simulation modeling methods, and the construction of an economic–mathematical model of the impact of university sports on the integrated index of regional human capital were used. It is shown that students’ regular physical activity is statistically significantly associated with lower morbidity (r = -0.78) and higher academic performance (r = 0.69); it was found that the effectiveness of investments is determined not by their volume but by the strategy of diversification and focus on mass sports, under which the innovative model, with comparable costs, provides 1.9–4.1 times higher engagement growth compared to traditional approaches. Interdisciplinary sports and educational programs demonstrate a significant increase in transferable competencies (teamwork, leadership, problem-solving) compared to regular sports clubs, confirming the role of sports as a tool for the development of soft skills. The simulation model shows that the implementation of a comprehensive system can, over a five-year period, increase the integrated index of regional human capital by 6.09 percentage points, improve graduate retention, and reduce youth health care costs compared to the inertial scenario, which substantiates the need to include university sports in the framework of regional development strategic planning.
