Abstract

The relevance of the study is determined by the start of the Russian higher school transition from the two-tier «Bachelor's – Master's» model to a national system of higher education outlined by Decree of the President of the Russian Federation № 343 of 12 May 2023. The aim is to identify the organisational and pedagogical consequences of this transition for universities of culture and arts – a group of institutions predominantly subordinate to the Ministry of Culture of the Russian Federation and possessing a special legal status. The material includes normative legal acts regulating the reform and arts education, a corpus of scholarly publications of 2022-2025 on post-Bologna transformation, and official admission statistics. The methods are comparative-structural analysis of level models, content analysis of the academic discourse, and secondary analysis of admission-campaign statistics. It is established that the architecture of the new education (basic and specialised higher education, with postgraduate study as a separate level) is typologically close to the historically established creative-sphere pair «specialist programme – traineeship-assistantship», which lessens the impact of the change of the formal framework for universities of culture but does not remove the risks of standardisation, redistribution of admission quotas, and underestimation of the principle of continuity and succession (Article 83 of Federal Law № 273-FZ). The novelty lies in projecting the general logic of the reform onto the sectoral specifics of arts education and in systematising the opportunities and risks of the transition, drawing on the documented experience of the consortium of universities of culture based at the Moscow State Institute of Culture.
