Review

In order to ensure the quality of published materials and copyright compliance, all incoming articles are checked through the "Anti-Plagiarism" system and only after that they are sent for review. Articles accepted for publication undergo the necessary editorial processing.
Mikhail Mikhailovich Podkolzin, acting as co-founders, and the International Advisory Committee, as a publishing organization that publishes scientific journals, assume obligations for strict supervision of published scientific materials. We are aware of the responsibility for the proper presentation of the results of scientific research, including from the point of view of the legal and ethical aspects of the publication set out below.
All scientific articles submitted to the editorial office of the journal "Education Management: Theory and Practice" are subject to mandatory two-way anonymous ("blind") reviewing (reviewers do not know the authors, the authors of the manuscript do not know the reviewers).
The articles are reviewed by members of the editorial board and the editorial board, as well as by invited reviewers – leading experts in the field of sociology and political science in Russia and other countries. The decision on the choice of a reviewer for the examination of the article is made by the editor-in-chief, deputy editor-in-chief. The review period is 2-4 weeks, but it can be extended at the request of the reviewer.
Each article is sent to two reviewers.
The review is carried out anonymously according to the following criteria:
1. Compliance of the article design with the requirements of the journal.
2. Relevance of the research topic.
3. Compliance with the current level of development of the problem.
4. The logic of the construction of the text of the article and the reliability of the conclusions.
5. The originality of the author's position and the novelty of the results.
Each reviewer has the right to refuse a review if there is an obvious conflict of interests that affects the perception and interpretation of the materials of the manuscript. Based on the results of the review of the manuscript, the reviewer makes recommendations about the future of the article (each decision of the reviewer is justified):
– the article is recommended for publication in this form;
- the article is recommended for publication after correcting the shortcomings noted by the reviewer;
- the article needs additional review by another specialist;
- the article cannot be published in the journal.
If the review contains recommendations for correcting and finalizing the article, the editorial board informs about the need to take into account the comments when preparing a new version of the article or to refute them (partially or completely). The revision of the article should not take more than two months from the moment the author is notified of the need to make changes. The article modified by the author is re-sent for review.
If the authors refuse to finalize the materials, they must notify the editorial office in writing or orally of their refusal to publish the article. If the authors do not return the revised version after three months from the date of their notification of the need for revision, even if there is no information from the authors with a refusal to finalize the article, the editorial board removes it from the register. In such situations, the authors are sent a corresponding notification about the withdrawal of the manuscript from registration due to the expiration of the period allotted for revision.
If the author and the reviewers have unsolvable contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the decision is made by the editor-in-chief at a meeting of the editorial board.
The decision to refuse to publish a manuscript is made at a meeting of the editorial board in accordance with the recommendations of the reviewers. An article that is not recommended for publication by the decision of the editorial board is not accepted for re-consideration. A message about the refusal to publish is sent to the author by e-mail.
After the editorial board of the journal makes a decision to allow the article to be published, the editorial board informs the author about it, and the article is sent for preparation for publication. After passing all the stages of preparation, the article will be published taking into account the editorial plans of the journal.
The presence of a positive review is not a sufficient reason for the publication of the article. The final decision on publication is made by the editorial board. In conflict situations, the decision is made by the editor-in-chief.
The editorial board of the Journal ensures the storage of reviews in the publishing house and in the editorial office of the publication for at least five years.
The editorial board of the Journal sends copies of reviews to the Ministry of Education and Science of the Russian Federation when the corresponding request is received by the editorial office of the publication.
