Abstract

Тhis article examines the transformation of the municipal education system in the context of digitalization and the transition to a knowledge economy. The relevance of this study stems from the growing disconnect between traditional educational models, the demands of the digital economy, and the needs of students. The aim of this work is to develop and theoretically substantiate a strategic model for the development of technological education at the municipal level, based on the formation of a personalized educational ecosystem with the integration of artificial intelligence. The methodological basis of the study is an ecosystem approach, human capital theory, principles of strategic management in education, and concepts of cognitive-communicative learning. This study proposes a model for integrating AI assistants into the educational process, enabling a transition from standardized practices to the management of individualized educational trajectories for students. The model's architecture, key tools (including neuroassessment, adaptive promting, and teaching assistant systems), and performance indicators for the proposed model are described. The study's results demonstrate that the implementation of a personalized ecosystem contributes to the increased efficiency of the educational process, the development of students' technological literacy, and the strengthening of educational institutions' management capabilities. It is concluded that the integration of artificial intelligence is a strategic factor in improving the quality of education and the competitiveness of a region in the context of digital transformation.
