Abstract

This article, based on official documents, presents the background to the beginning of the experiment to introduce the Unified State Examination (USE) in the Russian Federation. It establishes that the USE issue was not a primary focus at the 2000 All-Russian Conference of Education Workers, and key decisions on the need to implement the USE were made during the preparation of the strategic planning document «Main Directions of the Socioeconomic Policy of the Government of the Russian Federation for the Long-Term Perspective» by the Center for Strategic Research in 1999-2000. The article identifies the key documents issued by the Government of the Russian Federation and the Ministry of Education of Russia that formed the legal framework necessary for the beginning of the USE experiment, and traces the chronology of the key events that took place during the preparatory stage for this experiment in 2000-2001. The source base of the study comprises the verbatim report of the All-Russian Conference of Education Workers, the draft of the above-mentioned strategic planning document, and the orders, letters and decrees issued by the Government of the Russian Federation and the Ministry of Education of Russia in 2000-2001. The study applies historical-structural and constructive-genetic methods together with a set of general theoretical methods: analysis, actualisation, systematisation and interpretation. It is shown that the main set of measures required to launch the experiment was carried out between November 2000 and May 2001, and that five constituent entities of the Russian Federation took part in the experiment.
