The problems of organizing the educational process in the context of the formation of continuous professional education of law enforcement officers in Russia in the late XIX – early XX centuries.

Abstract

The object of the research is the continuous professional education of police officers in Russia in the late 19th and early 20th centuries. The subject of the research is the problems of organizing the educational process in the context of the emergence of continuous professional education for police officers in Russia in the late 19th and early 20th centuries. The article reveals the aspects of the organization of the educational process in the training of police officers in Russia, highlights the prerequisites for the emergence of continuous professional education of police officers in pre-revolutionary Russia. The authors consider in detail the levels of professional education of police officers. For example, police officers received their initial professional training at police reserve schools immediately after joining the service, as well as special courses, and in the course of their work they improved their skills at the courses. This allowed employees not only to acquire basic knowledge and skills, but also to constantly improve their skills, mastering new methods and technologies necessary for the effective performance of official duties. When studying this topic, such methods were used as: typological, classifying phenomena, events and objects; ideographic, describing historical events and phenomena; systematic, revealing the internal mechanisms of historical objects. The scientific novelty of this study made it possible to characterize the prerequisites for the emergence of continuous professional education of police officers in pre-revolutionary Russia, classify the professional education of police officers by levels, and also reveal the problems of organizing the educational process. The main conclusions of the study were to identify the problems of organizing the educational process in the context of the formation of continuing professional education for police officers in Russia in the late 19th and early 20th centuries, namely: the changing political situation; the lack of funding needed to organize more schools and police training courses; and the lack of a unified strategy for organizing vocational education for police officers; There was a lack of competent teaching staff in police schools, and a shortage of educational literature, which led to an insufficiently high level of professional training for police officers.
