The role of building codes and standards in creating a comfortable and safe educational environment

Abstract

Creating a comfortable and safe educational environment is a priority task of the modern education system. Building codes and standards play a key role in creating optimal conditions for learning and development. Despite the active study of this issue in the scientific literature, many aspects of the impact of building regulations on the educational environment remain insufficiently investigated. The purpose of this work is to conduct a comprehensive analysis of the role of building codes and standards in creating an effective educational infrastructure. The research is based on a systematic approach combining theoretical analysis of scientific literature, the study of the regulatory framework and an empirical survey of educational institutions. Methods of observation, questioning, interviewing, as well as instrumental measurements of environmental parameters were used to collect data. The sample included 50 schools and 20 kindergartens in 5 regions of Russia. Statistical data processing was carried out using the Pearson chi-square criterion and the Mann-Whitney U-test. It has been established that building codes and standards have a significant impact on the comfort and safety of the educational environment (p<0.01). Key problem areas in ensuring optimal conditions have been identified: poor-quality design, non-compliance with standards during construction and decoration, lack of regular monitoring and maintenance of infrastructure. Scientific-based recommendations have been developed to improve the regulatory framework in this area. The obtained results make a significant contribution to understanding the mechanisms of formation of an effective educational environment. They open up prospects for further optimization of building codes and standards, taking into account the specifics of the educational process. The practical implementation of the proposed recommendations will significantly improve the comfort and safety of the educational institutions' infrastructure, which will contribute to improving the quality of education in general.
