Abstract

The paper examines the problem of using the «Your Move» (Tvoy Khod) Index as the primary metric for assessing the success of youth policy in medical universities. The authors analyze ranking procedures, compare the educational environments of medical and classical universities, and review established assessment practices in the field of youth policy. The study identifies systematic biases arising from: high academic and clinical workload of medical students; weak alignment of competition tracks with specific professional profiles; fundamental disparity of initial conditions for comparison. The competition tracks of the platform and the degree of their consistency with the mission of medical education are examined separately, as is the quota-based principle of respondent selection, which creates a formal threshold of participation. It is shown that the rating performs the function of an external criterion substituting for the missing internal system of assessing the upbringing activities of a university. The need to take industry-specific features into account in inter-university comparison is substantiated. The authors conclude that the rating in its current version primarily reflects the degree of student engagement within the platform's institutional environment and the university's administrative efforts to meet quota targets. It is proposed to revise the evaluation system towards industry-specific cluster-based ranking, redistribution of indicator weights, and the formation of internal monitoring systems for upbringing and extracurricular activities.
