Abstract

The article examines the network of resource educational and methodological centres for the education of persons with disabilities, which has been taking shape within the higher education system of the Russian Federation since 2016. The aim is to describe the institutional configuration of the network in quantitative terms and to assess how evenly partnership ties are distributed across it. The empirical base comprises regulatory documents of 2016-2023, official materials of the network's coordinating centre, the open register of partner universities (685 records), monitoring indicators of higher education institutions as of 1 January 2025, and the results of a sample survey of 320 employers. The methods include content analysis of regulatory sources, secondary analysis of monitoring data, and descriptive statistics computed on the register of partnership agreements. The network of 25 centres and 685 partner universities is shown to cover 90.1% of students with disabilities; at the same time, the coefficient of variation of partnership ties reaches 0.48, and the five largest centres account for 36.6% of all agreements. The lists of assigned territories cover 85 of the 89 constituent entities of the Russian Federation, while the Far Eastern Federal District holds only 5.4% of the partner network. The ratio of graduates to admitted students equals 0.50, against 0.63 for the higher education system as a whole. The authors argue that the binding constraint on inclusive higher education has moved from educational infrastructure to labour demand.
