			<abstract xml:lang="ru"><p>Функционирование высшего учебного заведения определяется прежде всего возможностями его развития и аккумуляции ресурсов для обеспечения непрерывности учебного и научного процесса. Если рассматривать в совокупности сам университет как среду для обучения, то становится важным элементом фактор готовности к расширению сферы деятельности и соответственно процедуры формирования стратегии развития на будущее. В настоящее время эффективность этапов, которые предполагали расширение своей деятельности путем открытия филиалов показала свою неэффективность. Актуальность исследования обусловлена возможностями формирования международной основы для развития университетов. Новизна исследования определяется тем, что возможность развития для университета заключается не только в формировании направленной деятельности. Международная кооперация выдвигает требования к построению новой социальной и культурной среды, которая носит название макросреды. Авторы показывают, что возможность для формирования макросреды достигается прежде всего при использовании инструментов моделирования инновационной среды в вузе на технологической основе. Практическая значимость исследования определяется структурной основой для повышения инновационной среды в университете. Показана основа для становления участия всех студентов в формировании инновационной среды. Каждый из участников образовательного процесса может способствовать большему признанию значимости университета в мире.</p></abstract><trans-abstract xml:lang="en"><p>The functioning of a higher educational institution is determined primarily by the possibilities of its development and accumulation of resources to ensure the continuity of the educational and scientific process. If we consider the university itself as a learning environment, then the factor of readiness to expand the scope of activity and, accordingly, the procedure for forming a development strategy for the future becomes an important element. Currently, the effectiveness of the stages that assumed the expansion of their activities by opening branches has shown its inefficiency. The relevance of the research is due to the possibilities of forming an international framework for the development of universities. The novelty of the research is determined by the fact that the possibility of development for the university is not only in the formation of directed activities. International cooperation puts forward requirements for the construction of a new social and cultural environment, which is called the macro environment. The authors show that the opportunity for the formation of a macro-environment is achieved primarily by using tools for modeling the innovation environment at the university on a technological basis. The practical significance of the research is determined by the structural basis for improving the innovation environment at the university. The basis for the formation of the participation of all students in the formation of an innovative environment is shown.
