<trans-abstract xml:lang="en">The article examines how educational and learning resources are assembled, distributed, and adapted for Chinese language education in Central Asia, with Tajikistan used as the principal empirical case. The purpose of the study is to determine which resource deficits are most consequential for current teaching practice, why formally available materials do not automatically become usable pedagogical resources, and which development pathways can be transferred to other Central Asian settings. The study draws on a mixed source base: the client-researcher's field materials on Tajikistan, including questionnaire evidence, interview notes and institutional observations, are interpreted through a comparative framework derived from research on international Chinese education, multilingual education in Central Asia and digital learning policy. The article argues that the main problem is not simple scarcity. Rather, it is the mismatch between imported resource formats and local educational conditions. The analysis shows four linked results. First, general-purpose textbooks remain dominant, but their localization for Tajik learners, vocational pathways and bilingual mediation is limited. Second, teacher capacity functions as a resource multiplier; where local teacher development is weak, even well-designed materials are underused. Third, digitalization expands the repertoire of resources only unevenly because infrastructure, affordability and territorial inequality reshape access. Fourth, the Tajikistan case reveals a broader Central Asian pattern: educational resources become effective when they are co-produced with local institutions, synchronized with labour-market demand and designed for low-connectivity environments. The scientific novelty of the article lies in treating educational resources not as a narrow inventory of textbooks and platforms, but as an institutional ecology combining content, teachers, infrastructure and mediation. The practical result is a transferable model of resource localization for Central Asia based on joint textbook design, staged teacher development, low-bandwidth digital delivery and continuous evaluation.</trans-abstract><trans-abstract xml:lang="en"><p>The article examines how educational and learning resources are assembled, distributed, and adapted for Chinese language education in Central Asia, with Tajikistan used as the principal empirical case.
