			<abstract>В современном педагогическом дискурсе кризисные явления в высшем образовании Нигерии – крупнейшей университетской системе Африки, функционирующей в условиях федеративного демократического устройства Четвертой республики (с 1999 г. по настоящее время), – преимущественно объясняются влиянием таких факторов, как недостаточное финансирование либо неэффективное управление. Настоящее исследование предлагает пересмотр данной объяснительной модели, выдвигая предположение о том, что устойчивое противоречие между экспансией доступа к высшему образованию и снижением его качества в Нигерии является результатом целенаправленной государственной образовательной политики. Статья ставит целью выявить закономерности эволюции государственного финансирования университетского образования в Нигерии (1999-2025 гг.) и определить их влияние на теоретические и методические основы организации образовательного процесса в условиях массовизации высшего образования. Источниковедческую базу исследования составили федеральные законы о бюджетных ассигнованиях, документы Национальной комиссии по университетам (NUC), регламентирующие процедуры аккредитации и требования к содержанию образовательных программ, а также стенограммы парламентских дебатов за 1999-2024 гг. Методологическую основу работы образует сочетание историко-педагогического анализа с концептуальным аппаратом политической экономии образования, что позволяет раскрыть обусловленность педагогических процессов макроэкономическими и политическими факторами. В ходе историко-педагогического анализа реконструирована поэтапная эволюция бюджетного финансирования университетского образования в Нигерии. Установлено, что исходный период недофинансирования в Четвертой республике Нигерии сменился этапом экстенсивной экспансии, подпитываемой логикой колониального патронажа, то есть рост числа студентов и вузов происходил не столько из педагогической или экономической целесообразности, сколько из политической выгоды. Последующее внедрение мер жесткой экономии, а затем и неолиберальная реконфигурация через механизмы студенческого кредитования, завершили формирование устойчивого тренда. Главный педагогический вывод проведенного анализа заключается в том, что каждый из выделенных этапов этапов бюджетного финансирования высшего образования в Нигерии необратимо переформатировал целеполагание, содержание и методическое обеспечение образовательного процесса, закрепляя примат количественных показателей охвата над качеством подготовки студентов. В ходе исследования установлено, что устойчивый курс на «обмен» качества подготовки на количественные показатели охвата населения высшим образованием в Нигерии выступает системообразующим фактором деградации федеральных образовательных стандартов. Сложившаяся модель финансирования высшего университетского образования институционализировала практику «массовой сертификации», подменяющую подлинные цели образования. Преодоление сложившейся ситуации требует пересмотра не только бюджетной политики, но и самих теоретико-методологических оснований организации образовательного процесса в условиях ресурсных ограничений в университетах Нигерии. Материалы статьи вносят вклад в разработку вопросов педагогической компаративистики и теории управления образовательными системами.</abstract><trans-abstract xml:lang="en">In contemporary pedagogical discourse, the crisis phenomena in Nigeria's higher education – the largest university system in Africa, operating under the federal democratic structure of the Fourth Republic (from 1999 to the present) – are predominantly attributed to factors such as insufficient funding or ineffective management. This study proposes a revision of this explanatory model, suggesting that the persistent contradiction between the expansion of access to higher education and the decline in its quality in Nigeria is the result of deliberate state educational policy. The article aims to identify the patterns in the evolution of state funding for university education in Nigeria (1999-2025) and to determine its impact on the theoretical and methodological foundations of organizing the educational process under conditions of higher education massification. The source base of the research comprises federal appropriation laws, documents from the National Universities Commission (NUC) regulating accreditation procedures and requirements for the content of educational programs, as well as transcripts of parliamentary debates from 1999 to 2024. The methodological framework combines historical pedagogical analysis with the conceptual apparatus of the political economy of education, which allows for revealing the dependence of pedagogical processes on macroeconomic and political factors. The historical pedagogical analysis reconstructed the gradual evolution of budgetary funding for university education in Nigeria. It was established that the initial period of underfunding in Nigeria's Fourth Republic was succeeded by a stage of extensive expansion fueled by the logic of colonial patronage, meaning that the growth in the number of students and universities stemmed not so much from pedagogical or economic expediency as from political expediency. The subsequent implementation of austerity measures, followed by a neoliberal reconfiguration through student loan mechanisms, completed the formation of a sustained trend. The key pedagogical finding of the analysis is that each of the identified stages of higher education budgetary funding in Nigeria irreversibly reshaped the goal-setting, content, and methodological support of the educational process, entrenching the primacy of quantitative coverage indicators over the quality of student training. The study established that the persistent policy of «exchanging» the quality of training for quantitative indicators of population coverage with higher education in Nigeria acts as a system-forming factor in the degradation of federal educational standards. The established model of funding higher university education has institutionalized the practice of «mass certification», which substitutes the genuine goals of education. Overcoming this situation requires a revision not only of budgetary policy but also of the very theoretical and methodological foundations of organizing the educational process under conditions of resource constraints in Nigerian universities.
