			<abstract xml:lang="ru"><p>Настоящее исследование посвящено анализу системы подготовки высококвалифицированной рабочей силы как ключевого фактора социально-экономического развития провинции Хэйлунцзян. На фоне структурных преобразований экономики региона и перехода к наукоемким производствам, формирование соответствующего кадрового потенциала приобретает стратегическое значение. Исследование раскрывает специфику региональной образовательной экосистемы Хэйлунцзяна, выявляет институциональные механизмы и барьеры в подготовке востребованных специалистов. На основе многофакторного анализа данных за 2019-2024 годы идентифицированы ключевые детерминанты эффективности профессионального образования в контексте региональных инновационных кластеров. Установлена значимая статистическая взаимосвязь между параметрами образовательной инфраструктуры и динамикой отраслевой производительности труда. Предложена многоуровневая модель интеграции образовательных учреждений и предприятий, адаптированная к социально-экономическим условиям Хэйлунцзяна, включающая механизмы целевой подготовки кадров, обновления образовательных программ и формирования инновационных компетенций. Полученные результаты вносят вклад в понимание роли человеческого капитала в региональном развитии и имеют практическую ценность для совершенствования образовательной политики приграничных регионов с учетом процессов цифровой трансформации и международной интеграции.</p></abstract><trans-abstract xml:lang="en"><p>This study is devoted to the analysis of the system of training highly skilled labor as a key factor in the socio-economic development of Heilongjiang province. Against the background of structural transformations of the region's economy and the transition to high-tech industries, the formation of appropriate human resources is becoming strategically important. The study reveals the specifics of the regional educational ecosystem of Heilongjiang, identifies institutional mechanisms and barriers in the training of in-demand specialists. Based on a multifactorial analysis of 2019-2024 data. The key determinants of the effectiveness of vocational education in the context of regional innovation clusters are identified. A significant statistical relationship has been established between the parameters of the educational infrastructure and the dynamics of sectoral labor productivity. A multilevel model of integration of educational institutions and enterprises is proposed, adapted to the socio-economic conditions of Heilongjiang, including mechanisms for targeted training, updating educational programs and the formation of innovative competencies.
