В статье рассматривается проблема формирования и функционирования региональных университетских комплексов. Констатируется, что университетские комплексы рассматривались Правительством России как перспективные механизмы инновационного развития субъектов Федерации. В то же время в процессе их создания выявились определенные проблемы, без решения которых едва ли возможна реализация поставленных российским Правительством задач. Настоящее исследование проводилось с целью описания и систематизации этих проблем, а также поиска путей их решения. В статье описан действующий порядок создания университетских региональных комплексов, принципы их работы. Автором предложена оригинальная дефиниция понятия «университетский комплекс», а также разработан новый алгоритм создания университетских комплексов. Результаты исследования могут быть использованы как государственными органами, так и учреждениями образования.
The article discusses the problem of the formation and functioning of regional university complexes. It is stated that university complexes were considered by the Russian Government as promising mechanisms for the innovative development of the subjects of the Federation. At the same time, certain problems have emerged in the process of their creation, without which it is hardly possible to implement the tasks set by the Russian Government. This study was conducted to describe and systematize these problems, as well as to find ways to solve them. The article describes the current procedure for the creation of university regional complexes, the principles of their work. The author proposed an original definition of the concept of «university complex», and also developed a new algorithm for creating university complexes. The results of the study can be used by both government agencies and educational institutions.
