			<abstract xml:lang="ru"><p>В статье рассматривается формирование человеческого капитала, имеющего решающее значение в глобальной экономической и технологической конкуренции. Данный процесс зависит от уровня развития национальной системы образования, поэтому рейтинговый анализ и международные сравнения помогают получить представление о человеческом потенциале той или иной страны. Методической основой исследования является ретроспективный корреляционно-регрессионный анализ, который способствует пониманию природы и динамики формирования человеческого капитала во времени. Несмотря на то, что развитие системы образования оказывает определенное влияние и на рынок труда, но регрессионное исследование корреляции между показателями расходов на образование или другими индикаторами образовательного процесса и безработицей среди молодежи показало слабую связь между этими показателями в международном масштабе. Различные аспекты функционирования системы образования в разных странах мира в ретроспективном разрезе продемонстрировали ход этих процессов за последние несколько десятилетий. Можно отметить, что среди мировых экономических лидеров (по величине ВВП) лишь Индия заметно отстает от среднемировых тенденций. Остальные экономики из топ-7 стремятся к наращиванию человеческого капитала путем формирования «экономики знаний», хотя и с разной динамикой этого процесса. Ключевым направлением усилий развитых государств остается сектор высшего образования, что мы проиллюстрировали в работе. Охват населения средним или высшим образованием практически не оказывает никакого влияния на величину безработицы как в целом, так и среди молодежи (15-24 лет) вне зависимости от пола.</p></abstract><trans-abstract xml:lang="en"><p>The article examines the formation of human capital, which is crucial in global economic and technological competition. This process depends on the level of development of the national education system, so rating analysis and international comparisons help to get an idea of the human potential of a country. The methodological basis of the research is a retrospective correlation and regression analysis, which contributes to understanding the nature and dynamics of human capital formation over time. Despite the fact that the development of the education system has a certain impact on the labor market, a regression study of the correlation between education spending or other indicators of the educational process and youth unemployment has shown a weak link between these indicators on an international scale. In retrospect, various aspects of the functioning of the education system in different countries of the world have demonstrated the course of these processes over the past few decades. It can be noted that among the world's economic leaders (in terms of GDP), only India is noticeably lagging behind global average trends. The rest of the top 7 economies are striving to increase human capital through the formation of a "knowledge economy", although with different dynamics of this process. The higher education sector remains a key focus of the efforts of developed countries, as we have illustrated in our work.
