В работе решается прикладная задача: на конкретном объекте наблюдения, научной школе Омского ГАУ имени П. А. Столыпина «Проблемы инфраструктурного развития агропромышленного комплекса Сибирского региона», рассмотреть перспективы вуза в контексте реагирования на вызовы времени, характеризующиеся турбулентностью мирохозяйственных связей. Рабочая гипотеза: на основе измерения и оценки потенциала научной школы выявить актуальность проводимых исследований, состояние и приоритеты в научном обеспечении аграрной экономики региона. Активами школы для анализа приняты завершенные научные разработки, публикации по материалам защищенных диссертаций, монографии, учебные издания, публикации школы в интернациональной базе данных RePEc.org, других научных публикаций за период функционирования школы. Методом контент-анализа определялась востребованность научной продукции, вызвавшей наибольший интерес у потребителей (читателей). Выявлены наиболее востребованные, чувствительные к вызовам времени исследования для аграрной экономики. Полученные данные явились источником при определении перспективы для работы в условиях социально – политической турбулентности мирохозяйственных отношений для того, чтобы ориентироваться в тематике при планировании перспективных направлений исследований. Предложен алгоритм успешно выполненного исследования о социальной внутренней продовольственной помощи, населению, получившей высокую оценку научной общественности и международное признание. Значимость исследования заключается в том, что предложена и продемонстрирована в рамках научных публикаций методология анализа информации наукометрических систем для оценки потенциала научной школы, выбора перспективных направлений развития. Работа адресована правительству региона, научно-исследовательским, образовательным организациям, преподавателям и студентам экономических вузов, практикам сферы производства, работникам государственного управления.
The paper solves an applied problem: at a specific object of observation, the scientific school of the Omsk State University named after P. A. Stolypin "Problems of infrastructural development of the agro-industrial complex of the Siberian region", to consider the prospects of the university in the context of responding to the challenges of time, characterized by turbulence of world economic relations. Working hypothesis: based on the measurement and evaluation of the potential of the scientific school to identify the relevance of the research, the state and priorities in the scientific support of the agrarian economy of the region. The assets of the school for analysis have accepted completed scientific developments, publications based on the materials of defended dissertations, monographs, educational publications, publications of the school in the international database RePEc.org, other scientific publications during the period of the school's operation. The content analysis method was used to determine the demand for scientific products that aroused the greatest interest among consumers (readers). The most in-demand, time-sensitive studies for the agricultural economy have been identified. The data obtained were a source in determining the prospects for work in the conditions of socio –political turbulence of world economic relations in order to navigate the topic when planning promising areas of research. The algorithm of a successfully completed study on social domestic food aid to the population, which has been highly appreciated by the scientific community and internationally recognized, is proposed. The significance of the research lies in the fact that a methodology for analyzing information of scientometric systems for assessing the potential of a scientific school and choosing promising areas of development has been proposed and demonstrated in the framework of scientific publications. The work is addressed to the government of the region, research and educational organizations, teachers and students of economic universities, practitioners in the field of production, employees of public administration.
